Summary

Derive workspace sidebar and landing-page progress from the todo list instead of relying on a separate status_set tool surface.

Background

todo_write already exposes the agent's current plan to the user, but sidebar progress still depended on a separate status payload. That duplicated intent and left background workspace progress disconnected from the persisted todo state.

Implementation

add a shared todo-status helper that picks the most actionable todo item for status text/icon rendering
persist todo-derived activity snapshots so inactive/background workspaces can still show current progress
prefer todo-derived status over legacy status_set values in the workspace store while keeping legacy transcript/status reconstruction intact
remove status_set from the default tool surface and refresh built-in agent/docs guidance toward todo_write

Risks

Follow-up note on the legacy agentStatus review thread: removing that field from WorkspaceActivitySnapshot is intentional for this change.

The goal of this PR is to make todo_write the single supported progress surface for sidebar/background activity, so activity.list/subscribe now carries only todo-derived status (todoStatus). Legacy status_set support is intentionally not preserved in background activity snapshots.
